Of course there's a theme: you knuckle-dragging, gun-totin', bible-thumpin' rubes in flyover country can't be trusted to do anything without the "help" of the self-appointed progressive overlords, and the gigantic Rube Goldberg machinery of gubmint. The sooner you accept that, the easier it'll be for all us to experience utopia.
