IMHO the WSJ article only considers aid from the FEDERAL government (although it points out there's a 70 / 30 split between Federal and State contributions).

I'd be curious to see a few more charts which may help provide additional perspective, for example:
• Some counties encompass a major city along with some / all of its' suburbs, so the more-affluent suburbs tend to dilute the assistance level the city requires. What would a cross-plot of Federal Aid vs. Large Cities and Ruling Political Party look like? How about for Mid-size Cities?
• States tax economic success at different rates, then redistribute wealth, thus requiring less Federal Aid. What would a plot of Total Tax Burden vs. Federal Aid by State and Ruling Political Party look like?
• Liberals are quick to claim redistribution of Federal Tax revenue proves Blue States subsidize Red States, and the cited WSJ article seems to add substantial fuel to their accusatory fire. Liberals are also quick to disparage "Income inequality", touting "Wealth Redistribution" via "Living Wages", "Basic Minimum Income", and "Fair Share" of taxes (ie: implied Socialism). But, who is the "Party of the Rich"? How much do "Rich People" pay based on self-declared Party Affiliation? And how do these relate to Ruling Party control at the city / county / state level?

Answers to questions like these - and perhaps more - would go far to dissuade reader from considering the WJS article a well-written, perfectly-timed economic hit piece on Trump, Vance, and the GOP generally.
