How about this for idea. Tell the unions that this is how much we can afford to pay for your services this year. You figure out the pay scale, benefits and number of workers needed to do the work required. ( The more workers, the lower the pay and benefits can be paid to each worker). Work not done or done poorly would be taken care of by private contractors and the cost deducted from the next years allotment.
Slackers would be eliminated and there would actually be an incentive to work hard and get the work done.
