But I find him willing to stand up to the press and look them in the eye, even though it was off the record and just give us hell.

Isn't this interesting? So with no EO, whichever bureaucrats implement the non-EO will be breaking the law of their own volition. No "enabling EO" (gag), no excuse, just throwing themselves under the bus. Oh, the stupid. It burns.
